MM2H Requirements 2027: What's Confirmed and What Isn't
Last updated: 26 October 2026
If you are planning an MM2H application for 2027, the rules you need are the ones already in force. Budget 2027 was tabled on 9 October 2026 and contains no MM2H measure, and the official MOTAC requirements table has not changed since 10 February 2026. This guide sets out the 2027 position tier by tier: the fixed deposits, the property minimums, the fees, the stay rules and the Sarawak alternative. It also separates what is confirmed from what is not yet announced, so you can plan without guessing.
Key Takeaways
- MM2H requirements for 2027 are the July 2024 rules: USD 150,000 for Silver, USD 500,000 for Gold, USD 1,000,000 for Platinum, unless MOTAC publishes a change.
- Budget 2027 changed nothing in MM2H. Its expatriate measures cover Dependant Pass spouses and DE Rantau nomads instead.
- Every tier also needs a compulsory property purchase, from RM600,000 for Silver to RM2,000,000 for Platinum.
- Sarawak’s S-MM2H is a separate state programme with its own terms, including a RM500,000 fixed deposit.
What Are the MM2H Requirements for 2027?
The 2027 requirements are the ones on MOTAC’s official table today: a US dollar fixed deposit, a compulsory property purchase, and fees that rise with the tier. The table on the MOTAC MM2H portal was last updated on 10 February 2026. We re-read it on 26 October 2026 and every figure below matches it.
| Silver | Gold | Platinum | SEZ/SFZ 50+ | SEZ/SFZ 21-49 | |
|---|---|---|---|---|---|
| Fixed deposit | USD 150,000 | USD 500,000 | USD 1,000,000 | USD 32,000 | USD 65,000 |
| Term | 5 years renewable | 15 years renewable | 20 years renewable | 10 years renewable | 10 years renewable |
| Minimum age | 25 | 25 | 25 | 50 | 21 |
| Property minimum | RM600,000 | RM1,000,000 | RM2,000,000 | As set for the SEZ development | As set for the SEZ development |
| Participating fee (minimum) | RM1,000 | RM3,000 | RM200,000 | RM1,000 | RM1,000 |
| Renewal fee | RM1,500 | RM3,000 | RM5,000 | RM300 | RM300 |
The deposits are set in US dollars, not ringgit. Several online guides still quote ringgit figures from the old programme. If a summary tells you Silver needs RM500,000, it is working from the wrong table.
What do you pay on top of the deposit?
The processing fee is RM5,000 for the main applicant and RM2,500 for each dependent. That sits on top of the participating fee and any agent’s charges. Our breakdown of what MM2H agents actually charge covers the agent side.
Can you get at the fixed deposit?
You can withdraw up to 50% of the deposit, for a property purchase, medical costs, education or tourism. The other half stays locked for the life of the pass. Our guide to MM2H fixed deposit rates and strategy looks at how to make that money work.
What Did Budget 2027 Change for MM2H?
Nothing. The Budget 2027 speech, tabled on 9 October 2026, does not mention MM2H. We searched the full English text of the Budget 2027 speech for MM2H, “second home”, expatriates and foreign nationals.
The expatriate measures in the budget sit elsewhere:
- From 1 January 2027, spouses of Category I Employment Pass holders who hold a Dependant Pass may work in Malaysia, subject to conditions not yet published.
- DE Rantau Nomad Pass holders who reach the two-year limit get an additional two years, also subject to conditions.
Neither touches MM2H. If you are on an Employment Pass rather than MM2H, our guide to Budget 2027 for expats covers both changes.
What is not confirmed yet?
MOTAC has published no notice of changes for 2027. That means no confirmed change to deposits, fees, the property rule or the stay rules. If MOTAC announces one, this page will be updated. Until then, treat any article quoting “new 2027 MM2H rules” with caution and ask for the MOTAC source.
Who Has to Stay in Malaysia, and for How Long?
If you are 50 or over, there is no minimum stay. If you are 25 to 49, your household must spend 90 days a year in Malaysia. The 90 days can be shared between the main applicant, the spouse and dependents.
This rule shapes who MM2H suits. A 45-year-old executive still working in Singapore or Dubai has to plan 90 days a year in Malaysia between the family. A 55-year-old who has left full-time work has no minimum at all.
Who counts as a dependent?
Children can be included up to age 34, as long as they are single. Parents and parents-in-law are also allowed. For a family with older children at university abroad, the age-34 cap is more generous than most visa programmes in the region.
Does MM2H cover healthcare?
The pass does not include healthcare. You arrange insurance yourself. Our guide to MM2H insurance and healthcare requirements sets out what applicants need.
How Is Sarawak’s S-MM2H Different?
S-MM2H is a separate programme run by the Sarawak state government, with its own deposit, age and stay rules. It is not a cheaper tier of federal MM2H.
The current S-MM2H terms took effect on 1 January 2025, as reported by InvestSarawak, the state’s investment agency:
- Minimum age 30, from a country with diplomatic relations with Malaysia.
- A fixed deposit of RM500,000 with a local bank in Sarawak.
- At least 30 days a year in Sarawak.
- A 5-year pass, renewable for another 5 years.
The income and savings tests for S-MM2H are published in different versions across official and unofficial sources, so check them directly with Sarawak’s Ministry of Tourism, Creative Industry and Performing Arts before you apply. Our MM2H vs S-MM2H comparison goes through the trade-offs in detail.
What About Tax on Your Foreign Income?
MOTAC’s own table states there is “no tax on foreign funds/income and profit on fixed deposits in Malaysia” for MM2H participants. That line is the reason many applicants choose MM2H. It still needs checking against your own situation.
The wider exemption for resident individuals’ foreign income is set by a separate exemption order, not by MM2H. Budget 2027 did not change it. Our explainer on Malaysia’s foreign-sourced income exemption covers the current order and its conditions, including the requirement that the income was taxed where it arose.
Your home country may still tax some of your income, depending on its own rules and its tax treaty with Malaysia. Our guide to MM2H tax implications works through those cases.
What Do We Tell Clients About MM2H?
MM2H is a residence decision, not an investment. The fixed deposit is dead money at bank rates, so size the tier to the life you want in Malaysia, not to the tax benefit.
The mistake we see most often is choosing the tier first and the structure second. People lock USD 150,000 or more in a Malaysian deposit before they have decided where their pensions and investments will sit, and which country will tax them. By then, the deposit has taken money that could have been working, and the bigger decisions are still open.
The order we suggest is the reverse:
- Decide where you will be tax resident, and for how long.
- Decide where your pensions and investment portfolio will be held.
- Then pick the MM2H tier, or S-MM2H, that fits that plan.
When money comes into Malaysia matters too. Getting residence and timing right can save you a meaningful amount of tax. Getting them wrong can cost you.
Frequently Asked Questions
Have the MM2H requirements changed for 2027?
No change has been announced. MOTAC’s requirements table was last updated on 10 February 2026, and Budget 2027, tabled on 9 October 2026, contains no MM2H measure. Plan on the current deposits of USD 150,000, USD 500,000 and USD 1,000,000 unless MOTAC publishes a change.
What is the cheapest MM2H option in 2027?
On the fixed deposit alone, the SEZ/SFZ categories are the lowest, at USD 32,000 for applicants aged 50 and over and USD 65,000 for ages 21 to 49. They tie you to property in a special economic zone. Silver, at USD 150,000, is the lowest of the three main tiers.
Do I have to buy property for MM2H?
Yes. Every tier has a compulsory residential purchase: RM600,000 for Silver, RM1,000,000 for Gold and RM2,000,000 for Platinum. SEZ/SFZ applicants buy at the price set for the zone’s development. Our guide to MM2H property purchase rules explains what foreigners can buy.
How much is the MM2H processing fee?
RM5,000 for the main applicant and RM2,500 for each dependent. This is separate from the participating fee, which runs from RM1,000 for Silver to RM200,000 for Platinum, and from any agent’s fee.
Is S-MM2H the same as MM2H?
No. S-MM2H is run by the Sarawak state government. Its terms from 1 January 2025 include a minimum age of 30, a RM500,000 fixed deposit in a Sarawak bank and 30 days a year in Sarawak. Compare the two in our MM2H vs S-MM2H guide.
Can my adult children be included in MM2H?
Yes, if they are single and aged 34 or under. Parents and parents-in-law can also be included. Each dependent adds RM2,500 to the processing fee.
