State Pension Increase April 2027: Who Abroad Misses Out

Last updated: 29 October 2026

The UK State Pension goes up again in April 2027, but not for every British pensioner living abroad. HM Treasury’s Budget papers of 28 October 2026 put the full new State Pension at £13,036.40 for the 2027-28 tax year. If you live in Malaysia, Singapore, Thailand or the UAE, you will not get that increase. If you live in the Philippines, you will. This guide sets out the April 2027 figure, how the triple lock works to 2029 and after, which countries pay the yearly rise, and what the 5 April 2027 National Insurance deadline means if you are still building your record from abroad.

Key Takeaways

  • From 6 April 2027 the full new State Pension is £13,036.40 a year, but you only get the yearly rise if you live in the UK, the EEA, Switzerland or a country with a qualifying agreement.
  • Malaysia, Singapore, Thailand, the UAE, Hong Kong, Australia and South Africa are not on the uprating list, so a pension paid there stays at the same rate year after year.
  • The Philippines is on the list. A UK State Pension paid there goes up every year, by the same increase paid in the UK.
  • The old 3-year route for voluntary National Insurance from abroad closes on 5 April 2027, and only for people who applied before 6 April 2026.

How Much Does the State Pension Rise in April 2027?

HM Treasury puts the full new State Pension at £13,036.40 for the tax year starting 6 April 2027, up from £241.30 a week in 2026-27. That figure comes from the Pension Tax Allowance explainer published with the Budget. The Treasury calculates it as the total you are entitled to receive between 6 April 2027 and 5 April 2028.

The Department for Work and Pensions has not yet published the 2027-28 weekly rate, or the new rate for the older basic State Pension, which is £184.90 a week in 2026-27. We will add both when DWP confirms them. Until then, treat any weekly figure you see quoted elsewhere as a forecast.

Who gets the full amount?

You need 35 qualifying years on your National Insurance record for the full new State Pension if your record started after April 2016, and at least 10 qualifying years to get anything at all. With fewer years, you get a smaller amount, which is why gaps in your record matter. Our State Pension calculator gives you an estimate.

Does the Pension Tax Allowance affect me?

From 2027-28 the full new State Pension rises above the £12,570 Personal Allowance for the first time. The Budget answers this with a new Pension Tax Allowance for UK taxpayers above State Pension age, worth up to £94 in 2027-28. It is withdrawn between £13,037 and £13,319 of total income. GOV.UK states that non-residents do not usually pay UK tax on the State Pension. If you live abroad, the tax question normally sits with your country of residence and its treaty with the UK.

What Is the Triple Lock After 2029?

The triple lock stays in place until April 2029, then becomes an adjusted version from April 2030 that tracks earnings over time. Until 2029 the State Pension rises by the highest of 2.5%, inflation or earnings growth each year. The Budget says this will lift the annual full new State Pension by more than £2,000 over the Parliament.

From April 2030 the pension will rise by the highest of 2.5%, inflation, or the amount needed to keep its value relative to earnings as it stands in April 2029. DWP says that over time the State Pension is set to rise in line with average earnings. The government estimates the change cuts State Pension spending by £15 billion a year by the late 2030s and £50 billion a year by the late 2040s.

For a 50-year-old engineer in Kuala Lumpur, the adjustment matters less than the country question. The triple lock, old or adjusted, only reaches you if you live somewhere that pays the yearly rise.

Which Countries Get the Yearly State Pension Increase?

You get the yearly increase only if you live in the UK, the EEA, Gibraltar, Switzerland, or a country whose social security agreement with the UK provides for it. GOV.UK is explicit: “You will not get yearly increases if you live outside these countries.” The pension is still paid worldwide. Only the yearly rise stops.

DWP’s published list of agreement countries that pay the increase is Barbados, Bermuda, Bosnia-Herzegovina, Gibraltar, Guernsey, the Isle of Man, Israel, Jamaica, Jersey, Kosovo, Mauritius, Montenegro, North Macedonia, the Philippines, Serbia, Turkey and the USA. Canada and New Zealand have agreements with the UK, but you cannot get yearly increases there.

Where you liveYearly increase from April 2027?
UKYes
EEA countries and SwitzerlandYes
PhilippinesYes, by the same increase paid in the UK
USA, Israel, Turkey, Jamaica, MauritiusYes
Malaysia, Singapore, Thailand, Indonesia, VietnamNo
UAE, Hong Kong, India, Australia, South AfricaNo
Canada, New ZealandNo, despite an agreement

What does “frozen” mean in practice?

A pension you start claiming in Kuala Lumpur at the 2027-28 rate stays at that rate for as long as you live in Malaysia. A retiree in Manila on the same record gets every future increase. After ten years of rises, the gap between the two is large, and it never closes unless the Malaysia-based pensioner moves. GOV.UK confirms the pension goes up to the current rate if you return to live in the UK.

Why is the Philippines different?

The UK and the Philippines have a social security agreement that provides for cost of living increases. That puts the Philippines on DWP’s list alongside the EEA and the USA. It is the only country in Southeast Asia on the list, which makes it a real factor for anyone choosing between Manila, Bangkok and Kuala Lumpur for retirement. Our guide to UK pension options in the Philippines covers the private pension side.

What Changes for Voluntary National Insurance from Abroad?

Since 6 April 2026 you cannot pay voluntary Class 2 for time abroad, and Class 3 for time abroad needs 10 years of UK residence in a row or 10 qualifying years. Before that date, three years was enough, and Class 2 cost a fraction of Class 3.

Class 3 costs £18.40 a week in 2026-27 and £19.05 a week in 2027-28, which is £990.60 over 52 weeks. National Insurance credits and voluntary contributions paid for other periods abroad do not count towards the 10 years. Class 1 or Class 2 paid while working abroad under a social security agreement does count.

What is the 5 April 2027 deadline?

There is one transitional route left under the old 3-year rule. GOV.UK says it applies only if all three of these are true:

  • you applied to pay voluntary Class 2 or Class 3 for 2024-25 or 2025-26 on or before 5 April 2026
  • you pay those contributions on or before 5 April 2027
  • you apply to pay Class 3 for 2026-27 on or before 5 April 2027

If you started an application last year and have not finished paying, 5 April 2027 is the date to work back from. Do not send money first. HMRC tells you the amount and your payment reference by letter. The full rules are on GOV.UK’s page on voluntary National Insurance if you live or work abroad, and our NI guide for expats works through who still qualifies.

Did the Budget Change State Pension Rules for People Abroad?

No new rule for State Pensions paid abroad appears in the Budget 2026 policy list. The Chancellor’s speech said the government is “clamping down on those living abroad from accessing a UK State Pension on the cheap”. The matching policy item is a DWP fraud and error measure. It strengthens DWP’s ability to identify cases where people stay abroad longer than benefit rules allow.

The practical point for pensioners abroad is paperwork. DWP sends life certificates to check you are still eligible, and payments can be suspended if you do not return the form. Keep your address and bank details current with the International Pension Centre, and report changes by phone or in writing.

Payment itself is unchanged. You can have the pension paid into a local bank or a UK account, every 4 or 13 weeks. If it goes into a local account, DWP converts it at the exchange rate on the day and charges 0.39% before payment.

What Do We Tell Clients in a Frozen Country?

Claim it anyway. A frozen State Pension is still a sterling income for life, and the level you start at is the level you keep. Our advice to clients in Malaysia, Singapore and Thailand has two parts.

First, the frozen rule is a reason to build the pension, and a strong one. Because the starting rate never rises, every qualifying year you add before you claim carries more weight. Class 3 now costs more than Class 2 did, and the payback takes longer. In our view it is still one of the best investments you can make in yourself, where you qualify.

Second, do not claim on autopilot. If you might move to the EU, back to the UK or to an uprating country later, the timing of your claim deserves a proper look first. Someone in Kuala Lumpur who expects to spend later retirement near family in Portugal is in a different position from someone who will stay in Malaysia for good. Frequently Asked Questions

How much is the State Pension from April 2027?

HM Treasury puts the full new State Pension at £13,036.40 for the 2027-28 tax year, from 6 April 2027. DWP has not yet published the weekly rate. In 2026-27 the full new State Pension is £241.30 a week and the full basic State Pension is £184.90 a week. Your own amount depends on your National Insurance record.

Will my UK State Pension increase if I live in Malaysia?

No. Malaysia is not on DWP’s list of countries where the yearly increase is paid. Your pension is still paid in full, but it stays at the same rate for as long as you live there. It goes up to the current rate if you return to live in the UK. The same applies in Singapore, Thailand and the UAE.

Does the UK State Pension increase in the Philippines?

Yes. The Philippines is on DWP’s list of social security agreement countries where the UK State Pension goes up every year, by the same increase paid in the UK. It is the only Southeast Asian country on that list. Our Philippines expat finance guide covers the rest of the retirement picture there.

Can I still pay voluntary National Insurance from abroad?

Yes, if you qualify. Since 6 April 2026, Class 2 is closed for time abroad and Class 3 needs 10 years of UK residence in a row or 10 qualifying years. Class 3 costs £19.05 a week in 2027-28. Apply to HMRC first and wait for the letter before paying. See our voluntary NI guide for expats.

Do I pay UK tax on my State Pension if I live abroad?

GOV.UK states that non-residents do not usually pay UK tax on the State Pension. Your country of residence may tax it, and a double taxation agreement decides which country does. The new Pension Tax Allowance is for UK taxpayers above State Pension age. Our post on UK pension tax in Malaysia, Singapore and the UAE sets out each country.

What happens to the triple lock after 2029?

The triple lock runs until April 2029. From April 2030 the State Pension rises by the highest of 2.5%, inflation, or the amount needed to keep its value relative to earnings as reached in April 2029. DWP says this means it is set to rise in line with average earnings over time. None of this reaches a pension paid in a country without uprating.

If you are weighing where to retire and what your UK State Pension will be worth there, the country decision and the NI decision belong in the same conversation. We look at both against your record and your plans.
